A dog run is a fenced, off-leash area in a park where city dogs can run, wrestle and socialize while their owners supervise from the benches. Tompkins Square Park’s dog runs were among the first in New York City, and the Halloween Dog Parade originally grew out of fundraising to maintain them. The runs remain the park’s daily heartbeat, which is why the parade — for all its celebrity guests — still belongs first to the neighborhood’s own dogs.
