Non-Commercial Surrogacy describes an arrangement in which the surrogate is not paid a fee beyond reasonable expenses, sometimes called altruistic surrogacy. It is the model permitted under Dutch rules. When Rob Jetten and Nico Keenan announced their baby, D66 stressed their arrangement is non-commercial, carried out through IVF in the Netherlands with a surrogate and egg donor who are both acquaintances of the couple.
